“NJSP AT ITS BEST”

In October of 2005, DSFC Witkoski supervised an undercover narcotics operation that eventually led to a homicide investigation. During early October, DSGT. Yaiser developed information through a confidential informant regarding a narcotics distribution site. The target in this investigation was identified as Woodrow Simpson, of Brigantine, NJ. Simpson was also suspected of operating a prostitution network in the Atlantic City Casinos.

During the next three months, Det Franco of the New Jersey State Police completed three undercover cocaine purchases from Woodrow Simpson. Information was developed that Simpson was distributing cocaine in the Brigantine and Atlantic City and running a prostitution network.

DSFC Witkoski and DSGT planned a large scale sting operation for late January, 2006. Simpson was to deliver a large quantity of cocaine and provide prostitutes for a party at one of the Casino Hotels.

Prior to the sting operation, a double shooting occurred in Atlantic City. One of the two victims died as a result of a gunshot. During the early stages of the homicide investigation, Woodrow Simpson’s name surfaced as possibly being in the area during the homicide. While attempting to locate Simpson, investigators learned of the N.J.S.P. Narcotics Investigation. Homicide Investigators conversed with Witkoski and Yaiser and learned of the active narcotics operation targeting Simpson. A great deal of intelligence was gained from the narcotics operation including the location Simpson fled to in New York following the homicide.

Witkoski and Yaiser obtained a search warrant for Simpson’s residence which the homicide investigators were co-affiant. An arrest warrant for Simpson was authorized following the warrant and other information.

Late on January 27, Witkoski and Yaiser received information that Simpson was fleeing the New York area and possibly going across country. With direct information received from Witkoski and Yaiser, Simpson was arrested in New York just hours before leaving the east coast.

Simpson was charged with Murder, numerous weapons offenses, Possession of cocaine, Distribution of cocaine, and Possession of cocaine with intent to distribute. Bail was set at one million dollars.

This began as a narcotics investigation and grew into a large co-op between narcotics and homicide. Without the information from the N.J.S.P. pertaining to he narcotics investigation and the continued cooperation of the aforesaid Troopers, Simpson would still be wanted and not in custody.

The New Jersey Narcotic Enforcement Officers Association commends the officers of the New Jersey State Police for their spirit of cooperation and ability to work together with other investigative units resulting in a successful multi-offense investigation.
