"OPERATION OUT-OF-TOWNERS"

     An initiative known as The North Anti-Crime Region (N.A.C.R.) was created by the New Jersey State Police to address violent crimes, gang related activity, weapons and narcotic distribution/trafficking within the Township of Irvington. This initiative was organized as a multi-agency task force.
     Investigation by the N.A.C.R. revealed Rodney Coleman of Irvington, NJ established a large drug trafficking network, which provided large quantities of cocaine, ecstasy, marijuana, prescription legend drugs to buyers from Essex, Hudson, Middlesex, Morris, Passaic and Union Counties. Coleman was also involved in the trafficking of firearms.
     The New Jersey State Police along with the assistance of more than sixteen local police agencies were used to conduct this investigation. This Task Force was named “Operation Out-of-Towners”.
     This intensive investigation consisted of a telephone intercept, physical surveillance, and infiltration by two undercover law enforcement officers, confidential informants as well as analysis of telephone and business records.
     During the course of the investigation, it was learned that Coleman planned to commit a murder. Further information was developed which identified the source of a large amount of the narcotics were coming from a New York City based operation.
     Operation Out-Of-Towners consisted of two phases which culminated in the execution of six search warrants, the arrest of 33 suspects, the seizure of approximately three kilos of cocaine with a street value of $225,000, five semi-automatic handguns, eight rifles, two bullet proof vests, four motor vehicles valued at $50,000.00, $20,200.00 in U.S. Currency, two computers, seizure of one safe deposit box, seizure of bank accounts valued at $15,000.00, and the prevention of one planned homicide.
     The success of this operation was the direct result of the cooperative/effective working partnership of law enforcement agencies from both New York and New Jersey area.
     The NJNEOA recognizes those officers from the New Jersey State Police,the Union and Essex County Prosecutor's Offices, Boonton, Jefferson, Maplewood, Orange, Irvington, Roseland, Parsippany, West Caldwell and New York City Police Departments, the Juvenile Justice System, Division of Criminal Justice, Essex County Sheriff's Department, New Jersey and New York Parole Departments for their outstanding co-operative efforts.
